Any country (even terrible ones) wouldn't let you drive something like that around. But only in a shitshow with no health care you can vaguely assemble something from a junk yard, call it a car, drive around with disaster waiting to happen and nobody can see anything wrong with it.

Modified cars have to comply with the federal motor vehicle safety standards, which includes a section on protection in case of rollover. This one definitely has an issue there!

I don't think the driver has to have a roof over his head. Otherwise you wouldn't be able to have roofless cars or convertibles. Unless you're referring to the fact that the vehicle tilts forward so much when stopping, but I think rollover protections are about flipping sideways, not forward or back.

I am talking about rolling sideways, convertibles have to have rollover protection like a roll bar, high reinforced headrests that act as a roll bar, or something like these contraptions that pop up automatically
