Is this a 9th Amendment case? "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people." The right to clean water is not explicitly enumerated. However, that right is clearly retained by the people in accordance with that amendment and the right to life, liberty and the pursuit of happiness.

It's literally in the preamble - We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. I mean, what use is the government anymore if it provides us nothing. Cops don't protect, fire is voluntary, medical is privatized. Soldiers die to steal oil or land for other countries. Utilities privatized, roads are too expensive and as well maintained as the education system. Starting to fail to see a reason to keep the government. Law and order? Laughable when laws are for the poor to follow and don't protect but oppress. Just saying.
