There's no need. A wildlife sanctuary can't do anything except move them, which is VERY bad for them if unnecessary.

They are smaller than a pigeon, and would not be able to take down a pigeon. These kestrels prey mainly on mice, voles and small birds
according to "pigeonedia", kestrels are more than capable of taking a pigeon down... but USUALLY prefer smaller targets. also, wow @ 2years.
