Attacks against governing bodies or infrastructure are pretty common in war, and are not always considered war crimes: it depends on whether their is a link between the civilian and military objectives. Ex: Hitting the U.S. Dept of Energy wouldn't be a war crime if you are targeting U.S. nuclear stockpiles, since those are often sent to the navy. USPS facilities that frequently work with the MPSA, Banks that handle DOD funds, etc. might all be valid.
