It doesn't matter if they have their indicator on. You must yield to the lane you are turning in to, or you're at fault for crashes.

I've never heard the yield to a mane you're turning into except at proper intersections. This I've always regarded as a merge.

I've been told differently in Australia. If you hit the rear panel of a car you are at fault. Especially if they had their indicator on. 1/

In my state, if you have your turn signal on to change lanes, the vehicle in the other lane must yield.
