This drone in the video is a little larger and longer range which means it's perfect for restarting production of stuff like the 40mm Bofors, but modernized.
These larger shaheed drones fly higher and are not likely taken down without the HMG. Shotguns are commonly used for the smaller FPV drones. Like a 12 ga. autoloader with some tethered shot rounds.
You may be significantly underestimating the size and structural composition of a Shahed drone, they are a lot bigger and sturdier than your household DJI Mavic.

I believe that's exactly what they are saying. Short bursts of a few rounds IS to save ammo. And to maintain control. You can hear them racking the bolt (I think) between bursts. So that implies that in the ammo belt, in between every 3-5 rounds, there is an interrupter inserted that physically prevents the user from continuing fire after that. Either that or the gun is malfunctioning and/or they have to rack the bolt, but it'd be malfunctioning with pretty good consistency if true.
