911 dispatcher here. We triage calls, and then dispatch mutual aid as necessary; and if in the case of 9/11, they’d back fill from 1/n

Outside counties and agencies. So say all of the Bronx units were tied up, I may start a truck from Brooklyn or Long Island etc. if it 2/n

Got bad enough, I’d pull from farther or another city. You’d get help eventually but it may take longer. In huge long running events 3/n

We’d back fill, and a truck from another town/state etc will come work the routine calls while my units tend to the emergency or vice versa
