It's hilarious if you hold nothing as sacred or are mildly sociopathic. There's something there to offend everyone (kinda like South Park)

Hm hard to say because this isn't a typical anime at all, but maybe your starting point synergizes with that. Here are some things to note, if anything lines up with your tastes: 1) Much of it is stylized after Western animation (think like old Cartoon Network shows), 2) it's episodic in nature rather than being plot-driven, 3) a major point of P&S is just to make vulgar jokes and gag humor, and 4) while the second season literally just started today/yesterday, its first season was in 2010.

Very much if you like adult and vulgar humor. Despite the name "panty and stocking", there is very little fanservice or lewdness. The art style is more like western kids cartoon, with exception for their magical-girleske transformation sequences.
I do have to say, the first episode is mostly poop jokes, but the rest isn't.
