I have seen the like at churches and other commercial properties.
It’s a full kitchen, but not up to commercial grade. I suspect from what I have see , the sign lets them get away from having to do commercial kitchen upgrades.

Sounds like a micro-apartment complex. They often have small, shared kitchens and really are only suited to making a small meal for a single person. Which is what this kind of apartment caters to.

I sent my son off to his college dorms and there a communal kitchen on the bottom floor where they have set off the entire buildings fire alarm 4 times in the first 2 weeks. Could be a similar situation.

Depending on the type of sensor in the smoke detector, steam can easily set it off. It's why some models usually tell you not to put them in/near kitchens or showers.
