Dysfunctional. He heals more quickly, but it's not 'the way it used to be'. Scars remain. Also, DP has cancer, and the tumors regenerate.

Basically Deadpool regens at a rate just faster than his cancer can kill him. Without the cancer his regen would overload and kill him
