I read through the abstract of both of these papers you've linked. Neither seems to make any statement about the link between banning users and a causally related reduction in Nazi beliefs or number of Nazis. According to how I read them, they are claiming that banning Nazis reduces their online activity, which is obviously true.
I think what a lot of proponents of free speech would argue, and what the original comment was arguing, is that banning Nazis doesn't make them give up their beliefs.

So, no shit it's not changing minds, the point is to dramatically reduce their ability to recruit and, through that, their ability to harm people. And if they can't get a steady influx of new recruits, dealing with the existing Nazi core in one way or another becomes a lot easier.

They say, “taking bad people off Twitter makes less bad people on Twitter” ignoring the fact that Twitter isn’t the only place people can go. There are tons of other sites and it’s not reducing racism, it’s driving it further underground which only makes it more difficult to monitor and fight
