Why the hell aren't they tied or chained down, would be a disaster in rough seas?

Normally the back ramp is more upright and cars cant slip off. I suppose the barge operator forgot?

Also its not open ocean the island creates a bay so its not super rough. Trip only takes 30 mins or so

Yeah I understand you point, but still it wouldn't need to get very rough for cars to start moving around you would think?
