That's the play. Cut and defund (Democratic) cities until crime spikes, claim the mayor is weak on crime and then send in ICE. ICE causes violence, chaos, protests. Trump then sends in the National Guard to protect "federal assets).
All this does is increase the violence/protests. If violence is used against the National Guard/ICE, then Trumpoline has an excuse to send in the regular military.

According to multiple sources, his staff has to fight to keep him paying attention to briefings. e.g. by drastically shortening them, adding more pictures, putting in his name as much as possible, and presenting them as Fox-style news bulletins. Also the number of briefings massively declined.
