What this other commenter said, plus, uncut grass takes longer to ingest. Cut grass can be relatively inhaled- speed of ingesting is import.

When they graze, the intake is slower. The grass is mixed with saliva and chemicals released are diluted. Horses can't burp/throw up so (1)
