I'm sorry you didn't enjoy it, but she gets a lot better pretty quickly. Most stories involve people doing something illegal, immoral, or problematic that someone won't approve of; it's hard have growth otherwise, and humans are not perfect.

MINOR SPOILERS: After seeing this I actually went and read the whole series, and what you're saying is a fairly important theme/topic of the story. She basically has zero impulse control or understanding of proper social etiquette and he helps her learn what's right and wrong. It doesn't go the trashy-romance direction that seems like the set-up here. I really enjoyed it actually.

The series was axed so only has 17 chapters, but basically he promises to be her friend if she can follow his Rules of Friendship.
After that, it's about him helping her in overcoming her social issues, learning boundaries, and gaining actual friends (rather than guys taking advantage of her because of her warped and toxic views).
There is no explicit romantic development between them, though it's implied there might be in the future, and that she will keep growing as a person.

Difficult to say, but based on my understanding of the Japanese market as a western manga reader... probably because it didn't lean into trashy romance/ecchi?
Quite a few series popular in the west get axed because they didn't sell enough back in Japan. Meanwhile, tons of trashy soap opera style stuff will keep going and just drag on forever with no real development or resolutions because it has cute girls and a self-insert lead, until sales start dropping and they rush an ending and move on.

I'm 7 chapters in now and still haven't found the purity culture you mentioned. The "rules guy" is a fairly standard trope in manga and it's usually not presented as the "right" perspective.

Purity culture in manga is so pervasive ( The hand holding memes is just the start) that it's so much larger than the "rules guy" trope. In chapter 1 they had it, we don't need 6 more chapters to find it. The whole chapter is dedicated to it. It starts with her running from other girls because she is "loose" and finds the rules guy who says: " And what's more, I've no interest in someone with such a loose sense of virtue" The entire premise is a sexual girl interacting with a "normal" world.

And I think you're ascribing a Western (particularly an American) morality to the very Japanese trope of handholding. Which is not about promoting purity culture but poking fun at a stereotypical shyness of Japanese people (and perhaps particularly otaku) towards relationships and physical contact in general.

That stereotypical shyness towards relationships and physical contact is purity culture. It's not by chance that a great deal of manga is sexist, this coincides with toxic purity. It goes from the mundane like hand holding or "You have to marry me because you saw me naked" to the abusive: Where MCs consistently say things like " Don't touch my women" or women being slaves ( Shield Hero, GATE, Redo of Healer).
