This actually started as a 4Chan prank. They just started posting a fake story about how racists are using the OK symbol as code for "white power". The three fingers are the W, and the circle with the arm is the P. 4Chan made it up to trick stupid journalists and people on facebook. The lie spread, and actual white nationalists started using the fake "secret symbol". The whole point is to make everyone look stupid, and turn a lie into reality.
