A lot of people don't realize this though. The decisions are made in back rooms and not on the floor of some congress: that is just public theatre. But important theatre nonetheless. Just like any public appearance or uttering on some news format. Because that is what the public sees and what will shape the opinions of the masses. It is essentially one big game. It just matters how many players play for themselves and their cronies or for the good of the country.
But can't we please have GOOD public theater? For the last 30 years or so it's been people looking serious and speaking in serious tones about how the 2% titanium tax goes not too far enough. I see memes about Ted Cruz fleeing to Cancun once a week, but I never see a Democrat literally dab on child labor supporters on the house floor or anything like that.
It's a lite form of kinetic captioning. It adds impact to the written text, to get across pacing and nuance without the audio. It's helpful to people who can't listen to the audio, or might not be able to hear it otherwise.
