Sometimes the point is to get them used to it, not to trim any off. Plus Shepard's rarely need more then the tip off.
my shepherd needed trimming all the time, live in a country and they never ran on asphalt to wear them off

I switched to using a dremel, much more precise, can leave them longer, and less chance of drawing blood

Try it when the dogs paws are wet, then you can click the hair back.

I use a battery dog dremel. Lower speed and torque. Less heat too
