I’m not in support of the legislation as a whole but isn’t the cap on tips and OT and exclusion of high earners a good thing to prevent abuse? I imagine anyone who hits the cap of $25,000 who really needs tips will still greatly benefit, but it would prevent high earner bonuses being labeled as “tips” for tax evasion purposes. I feel like dems were arguing for caps on those things also for that very reason.
