I think it’s because you’re supposed to release the original documents as evidence. You can’t edit out an original document well enough to hide removed stuff. You could for example print new documents, but it would be obvious they’re new and not originals.
You could censer parts of the original documents, but people would demand to know what’s being censored.
It’s a very difficult situation, it hasn’t gotten to the point like in Russia where Putin just destroys anything he doesn’t like and 1/2

(I also could be mis-remembering but I seem to recall a recent situation where they released a document they tried to redact, but they had done it with a non-opaque paint brush in a photo editor so people were able to read it anyway. If that is remembered correctly, then it's also possible that circumstance led them to think redactions don't actually work.)

So it looked invisible as a picture, but you could just select the text in the PDF with your cursor and it would highlight the words, making it readable.
