Sure, the first step is buy a wood lathe. It's a great hobby but gets expensive for all the tools and bits.

It took a looong time. Probably over 10 hours. It took a lot of sanding and I used a wide on oil finish. Mahogony ones are quick

Yes that is a stainless steel insert to make it safe for hot coffee. The air trapped between the cup and the steel is a good insulator.
