Very, very familiar to those who know their history. This is the path FDR took to start the US out of the Great Depression. Republicans hated it. Called it Socialism (what else is new?) and tried to block it using the Supreme Court. Roosevelt threatened to expand the Court and appoint 6 more liberals.

And it didn't work. What got the US out of the Great Depression was WWII. War production ramping up and the draft created jobs (in exchange for public debt), and the destruction of the rest of the industrial world sustained those jobs for decades afterwards. When the rest of the world had rebuilt, we had stagflation return in the 70s. And it wasn't until the US invented the consumer electronics industry in the late 70s and early 80s that ended (with recession again in the late 80s.)

There's no kind of branding that will change the way that any GOP politician will act towards it. This isn't like Obamacare where the measures in it weren't super popular to begin with but people grew to like them later (but the obamacare branding still had negative associations). This is about packaging the already popular measures that GOP keep voting against and then taking credit for later and giving it a name that makes it clear who is responsible for making then happen

I’m aware most things require congressional approval, but he can do many things on his own. He can by executive order of the higher education act eliminate as much student debt as he wants. Trump did it. He can also lower prescription drug prices made using taxpayer money on his own. He can do so much with the stroke of a pen and hasn’t.
