Its pretty common in NYC to hear stories of people's packages getting stolen, especially around christmas. Its on the local news sometimes

Hell, UPS guy used to just dump things in the halls in my apartment complex. Nothing ever got stolen.

I live in the USA... it's extremely common for UPS/FedEx/Amazon,etc to leave packages if no one is home.

It's at the delivery driver's discretion. If it's a bad neighbourhood they'll take it to a depot for pickup.

Many places in the States you have to do the same thing otherwise it will disappear. Package theft is a thing here.
