I figure it's either this, or they are too fucking cheap to get a real tint, applied some plastic film tint themselves, and it wrinkled and looks blurry because it is shrinking due to it being a billion degrees in Tempe, Arizona. Either way, it does the job, i guess.

Static to the window frame, doesn't cover the entire window (which is probably illegal, I think you're not allowed to tint the driver's window nor the entire windshield dark), but more than needed if it was just to censor the face. People downvoting this don't understand the concept of delta V I guess? The truck barely slows from the impact. From the occupants' perspective the jerk they experience will be relatively minimal, no worse than slamming on the brakes. The only way they'd be injured is if they subsequently lost control and slammed into something that brought them to a more abrupt stop.

I caught something similar to this incident on my dash cam. It was not a hit-and-run, but the person in front of me ran a red light to turn left, and the oncoming traffic ran into him.

That wasn't the same vehicle. It was a pickup that hit him and an SUV stopping at the end of the clip. I'm guessing that pickup was not drivable after that collision.
