Because in some states police are allowed to come in and inspect tobacco shops (as well as alcohol and gun shops) for compliance (such as having tax stamps, licenses, etc.) Those states do not require a warrant for the inspection and the owner would know that since they had to sign paperwork that stated as much in order to get the license. Therefore, the shop manager/owner should have told his employee the correct protocol.

Yeah, they can be searched for a regulatory purpose, not a criminal one. The shopkeeper can refuse the sudden inspection, but they are supposed to be fined, not arrested. Refusal to be searched requires a court order to be overridden. Any violation of their license results in civil charges, not criminal ones. So, your reply is misleading at best, and false at worst.

Cops generally don't know much about laws. They're taught the absolute basics in law and a lot more in how to drive and use violence. My cousin and uncle are both cops. I've had to explain to both of them some very basic constitutional law and I'm not even a lawyer.

The shopkeeper should have been aware of the law, but those cops had every opportunity to de-escalate the situation and explain in clear and simple terms what the law requires, but instead they were rude, hostile, and then physically aggressive. Anyone with any socials skills would have been able to handle that shopkeeper very easily. There's a culture of bullying and brutality in law enforcement, and this video illustrates that.
