The numbers are a bit odd atm cause we're near a reset, but it's split into isolated galaxies. A single player can have multiple empires.

Devs have tried 'only fix, no change' you get power creep. Infuriating when you work on game mechanics had have a 'no nerfing' directive

It's a flaw in the battle logic. It required a non-trivial change to fix, so some players who reported it are now upset with the results.

The name is Imperial Conflict. 20 years is about right, we launched in 2000. It might just be the same game you're thinking about.

It can be a bit complicated, but making it friendlier to newbies is a huge dev focus atm. We have a training galaxy with mentors to help.
