I think there are about 25 surviving copies of the Declaration. It looks like it's in a temp/humidity controlled sealed display and the curtains are probably to keep sunlight from fading it.

There were 26 made originally. 13 survive. This one is in a glass case, so a controlled environment and the curtains protect it from light when not being viewed. Plus, modern LED lighting doesn't put any UV light.
