Talking to a mate who works in the pool industry, it was a chemical used that locked out chlorine and other chemicals from actively working.

I thought it was an unauthorized dump of hydrogen peroxide that caused algae to bloom.

Unsanitary conditions allow algae to bloom. The peroxide nuked the chlorine. No sanitizer = nothing destroying bacteria or algae.
