And yet pretty much every escalation in the past 20 years was instigated by Hamas. Sure, these often do not have too many Israeli casualties but that's because our government spends millions protecting us (Iron Dome, safe rooms, intelligence services). Whereas Hamas spends millions building terror tunnels, buying munitions that they employ almost solely against civilian targets, and use their own civilians as cover and/or fodder, to provoke outrage.

The only way this is true is if we do what Western media usually DOES do - ignore Israeli violence during times of "peace" so that any time violence occurs, it's necessarily Palestinians "escalating". Your gov't (and civilians) continuously inflict violence on Palestinians, but that "doesn't count" because those are "police actions" or whatever BS label you slap on them (on the rare occasion they're even labeled). You've just changed the definition of "escalate" so Israel literally CAN'T do it.

There are certain legalistic differences between the two cases. Russia was excluded from the European Broadcasting Union (EBU), which arranges Eurovision, for attacking another member country, which breaches the rules of the organization.
But since Palestine/Gaza isn't an EBU member, Israel hasn't technically breached the EBU rules, and so "cannot" be excluded over it. (Of course, if the other countries wished, they could still do so.)

Generally it's whoever can afford to enter, there are a good few European countries that don't enter as their national TV companies can't afford the entry fee and/or it just never attracted enough of an audience in their countries to legitimize it. Some don't mind paying up for the soft power/cultural benefits it brings.

You could Google it, but here you go: all countries that are members of the European Broadcasting Union can participate. This includes countries like Azerbaijan, Armenia, Australia and Israel, but also Tunisia, Morocco, Algeria, and Egypt if they wanted.
