Certain classes have abilities that give them points to effect the outcome of rolls. Equates to luck, even if it's not always named as such.

Yeah but that's 3.5 the only complex part is power gaming a min max character. Look up the fallout rpg. It involves multi step calculations

The issue is the difference of d20 based games vs GURPS, which is based on a system of 3d6 and you wanna roll low. Its hard to get used to.
