I have to agree, the notches are obviously used to center this on a stand of some sort. My guess would be that it is an ashtray.

I'd say no to an ashtray only because there arnt any grooves for a cigarette to sit.

Some Standing Ashtrays had a bar over the ash catcher that held smokes, the ash catcher, which is what this may be, had no grooves.
