Whats yf-22 about it? I see nothing alluding to the raptor besides metal...

It's the prototype of the F-22 Raptor fighter jet. There were two of them, and this ring is forged from a titanium alloy component of the second and best prototype. The Y- in front of the number designates a prototype, i.e., the YA-10 was the proto A-10 Warthog.

I'm not sure what you mean, exactly. The YF-22 is literally the prototype F-22. The final model was altered of course, that's always how it is with prototypes.

They have a ring-cutter nowadays that can cut it, called the Dolphin Ring Cutter.

Doc here. Titanium is much lighter than steel, but most grades of steel are harder than titanium. Both are much harder than classic jewelry metals (gold, silver, etc), but can be cut off, though it may take longer or a more efficient tool. It's modern metallic ceramics we worry about, like tungsten carbide or zirconium oxide, which can only be cracked into pieces to remove in an emergency, not cut, but simple locking vice grips can be used for that pretty effectively (no hammer required).
