AFAIK, the trick is to spend way too much time cutting coldish butter into the dry ingredients until the dough is all tiny pellets.

That top crust is actually easier than a roll out crust because it's just using cookie cutters and putting the shapes on top of the fruit.

A pastry cutter. It also works with a fork, but being able to use the straight force of your arm makes it much easier.
