Depends on the fish - goldfish/carp-descendants like these don't have much in the way of digestive system and they just dump a lot of nasty toxin straight in the water (that they then breathe, so they need a lot of cleaning to stay healthy).
That looks like the most depressing tank I've ever seen. The only way to make that worse is those little bubble bowls. I really hope this is a temporary one while a much, much bigger one is being cleaned.

Yeah that tank is in the process of being topped off. Probably a 20% change out as part of a cleaning. But honestly unlike reptiles or amphibians fish don’t need enrichment, just good water chemistry. And this appears to be carp (aka goldfish) which are notoriously hearty and practically self regulate by only growing to the extent conditions permit. Some species will benefit from having a hide in plants or a structure but carp dgaf.
Fish certainly need enrichment. They need plants and hideaways for them to chill out and explore. Sure, they might not be able to interact with us as much as other pets, but they still need a nice place to live. Goldfish, especially ones that are that big and how many are in that tank, need to be put in a pond. I hope that is a quarantine tank cause those fish are going to die quickly if they're kept in such a small space, even if the camera angle makes the tank look smaller than it is.

And just assume the things are OK to swim up and down a tiny tank because they might have a short term memory? I've had gold fish most of my life and you can definitely tell when they're happier. This tank sucks.
Not too mention that live plants in particular can not only reduce stress for fish, both environmentally but also socially, by breaking line of sight. Some species that are more sensitive to stress really do best in planted tanks where they can hide and feel secure.

Tank size can be deceptive. I have a 20x20x22 inch tank that holds 60 gallons. When i showed pictures to the guy at the pet store he swore up and down it was no bigger than 25-30 at max. I later showed him the video of ~12 5 gallon buckets of water going into it. (probably 4.5 gallons in it at a time)

Define happy. Because mindlessly swimming about isn't a sign of a happy fish. You can tell a happy fish if they're playing, swimming fast but not erratic.

Single tail goldfish should be in ponds. Not aquariums. They can barely move around in there and they're not even full size.
