WoW specifically, almost all healers have a mana-free dps mechanic. Like priests. Smite is free to cast now, and can give you healing procs.

Not in WoW. If you're a healer and you're not DPS'ing in healing downtime, you're doing it wrong. Doesn't matter if you do or not in NM/HC.
