Depends on the lenses on your headlamps. If they're not angled properly they will absolutely blind you in thick fog or snow.

In Norway we use lights 24/7, we usually have lots of snow. Blinding has never been a problem. Dark driving is mandatory to get license here

Generally speaking, the rule of thumb is "lights on ANY TIME there's reduced visibility". Heavy cloud cover, rain, fog, near dawn/dusk, etc
