Impeachment is required to try him for his crimes. Unfortunately, they've never followed through on that second step - not for Trump's impeachments, nor the two older ones (Johnson, Clinton). All four times, the motion to impeach passed, but the president was acquitted.
It's a failing, not following through. The entire point of Rule of Law is that nobody is above it. It's a huge part of why it has long been evident that he won't be removed within system rules.
