Oh yeah, it is for sure an issue elsewhere - but in China is is a massive thing on a scale not really seen elsewhere - look up the China Evergrande Group; was in its peak the most valueable real estate developer in the world, built nearly entirely on this sort of fraud (and was only taken down because rampant spending put it literally billions in debt... and then it was found to have been over-reporting its income by ~30 billion Us per year to get those loans in the first place...)

Those scams are more that the building is built to look perfect (including things like a guardrail or balcony), but the material quality is the scam. It’s enough to fool visual investor inspections, but the railing isn’t actually strong enough to hold a person, or the door might not move, or electric outlets might not have any wires behind them.

Correct, but the point I was making is it wasn't built to spec.
No architect would ever design an apartment with doors opening directly to a fatal drop, and no builder would ever build an apartment and leave the balcony 'til last. And it's clear from the lack of external supports that there was never supposed to be a balcony for this apartment, which means it's not supposed to have DOORS.
This is clearly a fuckup. Anyone who thinks the 'title is bs' is has no clue what they're looking at.

Maybe I'm jaded from living in Oregon, but building codes and regs and safety mean a lot around here. They still do in many parts of the US. They matter in much of Europe. China is trying to pose itself as the eminent superpower of the world, so it's more noteworthy that the state of regulations and building safety in Chinese cities is hardly any better than in a Brazilian favela.
