I play Skyrim on a laptop in high quality and I mod it a bit. You can upgrade laptops but it's more difficult and I think more expensive.

More mods include stability fixes and memory fixes so it doesnt crash all the time object optimizations and model reworks theres quite a lot

ENB is a front-end mod that does full-screen post processing. Imagine running each frame of the game through photoshop with careful presets.

A 2 gig graphics card with 8 gigs of system memory will give you a decent experience. Some ENB are more demanding than others.

Probably not. Skyrim was built to only handle so much, regardless of your hardware. There's some tweaks to get more, but it only goes so far

Fallout 4 is also based on Skyrim , so there are possibilities to boost graphics quite a bit, but I don't think those tweaks are in Skyrim.
