It seems to me if Deluxe Paint on my 1987 Amiga can do this, more professional software should be able to out-of-the-box as well.

I still feel that logo should be coded, not drawn. It's ever so slightly uneven (unless my eyes deceive me) and it irks me.

pretty much any art software has symmetry rulers like this. CSP, Krita, PS, Procreate. It would be weirder to not have it
