I'm guessing you're not from the States. It's winner-take-all evaluated at the district level. The vast majority of jurisdictions don't have transferrable votes or ranked choice, so it's just whoever gets the most votes.

Huge portions of Minnesota's rural areas are heavy red, but they are larger districts. The major cities (Rochester, Mankato, Duluth, Minneapolis/St Paul metro area) are heavy blue and are numerous districts (especially the metro area).

If Party A has 49 senators, and party B has 50, and A has 2 of B's senators killed, then they don't need to "steal" the seats, they already have a sufficient majority to pass bills 49:48.
The only way to avoid that problem would be to mandate that the seat must remain with the party that held it until the next full election cycle, and essentially hold an emergency primary to fill the vacant seat(s).
