That's unusually stupid for them. Since they clearly want Eugenics, they should be using womens sports to help categorize the available brood stock's physical characteristics so that intelligent but physically weak men can be paired with stronger women so that the offspring are better balanced.
Eliminating womens sports just makes a lot of people mad, it won't change the birthrate whatsoever.
