This type of pigment changes color with lighting and viewing angle. I have nail polish that uses it. It's mind-blowing.

I make my own nail polish sometimes. A lot of the same pigments are used. You couldn't get this result with a pearl pigment.

Most of the time, when you see these, they are wraps and not a paint job. FAR cheaper and the iridescence is much more consistent.

With enough money, anything is possible. That being said, wraps are a more cost-effective way to go, and you can change colour down the road
