Bullshit, when you've properly trained for a 10k or less shouldn't need water during the run. Just drink water afterwards.
Weather cannot be accounted for by training. I usually drink about 1-2 bottles on my 20mi bike rides; yesterday I had 7.

And in my experience with the runs I have participated in there were plenty of trashcan around with almost no litter, so put up trashcans.
