You could clamp the ground to your nuts and stick the electrode to the fence and hold on tight. No current is going to go through you.

He is faking. To weld you need only low voltage between 20 to 30 Volt. Makes sparks when short-circuited but totally harmless.

Voltage is necessary to overcome resistance. Low voltage goes right through metal but doesn't make it through the higher resistance of skin.
