I have a similar rubber piece to hold an airtag for my cat. The other side has his name, address and my phone number. Probably would have solved the mystery if someone snagged him instead of videotaping
I flew with cats recently. You have to take them out of their carrier and walk them through the scanner while the case goes through the x-ray. Thankfully ours were so overstimulated they just stared in dismay and let themselves be held, but it's easy to imagine a cat just bolting reflexively. By the time they calm down, they're out of sight.
