Yes it's an M-17. Soviet equivalent of the U-2 that ended up becoming a weather research/sampling plane

I know, and I know it translates to SSSR, not CCCP. Those are Cyrillic letters, not Latin ones.

Not like they had a choice. Russia went into a deep crisis after the USSR broke down. Keeping them would cost money they didn't have.
