Usually it's whoever you pissed off. Hired thugs carry a note telling you who it was, so I assume there's a trigger to make them call the DB

Any assassin sent always has a note which says who requested it. It's always someone you stole from who requests the assassination.

No the dark brotherhood assassin notes just say kill "Player name". They do not have the name of the person who put out the contract.
