My grandpa used to tell the story of his cat growing up. Warned visitors that the cat had babies and was extremely protective, don't bring your dog. They laughed at him "a dog, in danger of a cat?" the dog stepped out the door of their car and the cat came flying out from the side of the house, jumped on the dogs back and rode it out of town. The cat returned 2 hours later and the dog was never seen again.
I saw a corgi go from sweet and curious to tearing the shit out of a big chunky Australian lizard in two second, killed it in about 4. The corgi here looked exactly the same, they are surprisingly vicious when they want to be,

Even though the corgi started it, it stopped well before anybody did anything; if it wanted to kill or anything it wouldn’t have stopped before the cat got to it. The owners should’ve intervened and stopped whatever it was that set the corgi off.

Cats are built to take on things with the equipment of a predator yet essentially the temperament of prey animals, if scared go all in almost every time; because, they're relatively small and know that holding back could get them hurt worse.

So wait, the corgi attacks the poodle(?) with intent to kill and just gets mildly shooed away. Cat sees the threat and attacks the corgi and then the corgi gets picked up and comforted. WHAT THE CRAP?!
They picked up the poodle and got him away from the fight, then the other person picked up the corgi and separated him from it as well. This is a good immediate step, and can't really be used to infer what happened next, or what the relationship is here. Maybe the poodle is an innocent victim, maybe it bit the corgi earlier. Who knows?
The corgi certainly looks like the aggressor in this clip, and from my own experience, I know my corgi is pretty territorial, and doesn't really care for other dogs and hates/fears cats... but she had a negative experience as a pup.
The corgi does look like the aggressor. But if the clip had started a few seconds later, the cat would have looked like the agressor. If it had started a few seconds earlier, who knows? Either way, good move to separate the fighters when there was a paus in the fighting.

Little black kitty was in someone's front yard and terrier came running around the corner, grabbed it and shook it violently. It was over in a matter of seconds. That video image is seared into my brain. I think it was a West Highland Terrier or a breed very similar in appearance. Westies have a very high prey drive as they were bred to eradicate rodents.
Tbh, any dog can be terrible with the right owner. I know of a chocolate lab that tried to pull a toddler out of a stroller. If the dog's owner is a complete asshole, the dog probably will be too.
