I'd never give away ' expiration date ' food. I was clearing out a cupboard and found this is ' pandemic ' food we all raced to buy. I wouldn't be bothered to eat it.

"Expiration date" is rather arbitrary, set up to "guarantee" that most of the times the goods stored in certain conditions would probably be good. Dry foods like pasta do not usually spoil like diary products or meat would. So it might taste a bit dull, or not ever that, but not it would be dangerous to eat.

You'll be able to tell if the pasta has gone rancid by its smell once you open the package.
Same for the beans, probably, though I don't know the "has gone bad" smell for dried beans (although it honestly just might be "rancid", too).

Kept dry, beans can store for a very long time. No oils to really go rancid.

Rule of thumb: don't stock emergency food you wouldn't otherwise use.
I have a two-week emergency supply that gets checked every six months, the best-by+margin stuff rotating out to the cupboard to be used, and replaced in the kit.

Better rule of thumb, don't buy and waste food you wouldn't eat, don't stock emergency food unless the circumstances are particularly dire, which it is not for the vast majority of people, especially not Americans.

Shelves cleared of necessity, scalpers selling baby formula on Amazon for a 2000% price markup.
People.that panic buy and "emergency stock" are just buying a large bulk food for no reason, further propagating good industry waste and actively encouraging others to partake in their anxiety ridden behaviour.

You're assuming the extreme. I'm not panic buying, because I already have the stuff. I'm not buying extra so that I can just horde it. I'm buying enough stuff to keep me, my wife and our dogs safe for when a hurricane hits.
We have 10gal of water always filled, but I also have 10 additional gal that we actively use. We rotate them through so the water doesn't stale. We keep two large bags rice, one to use and the other to rotate in once the first bag is up. Same with dog food.
